What Could Chronic Vaginal Bleeding With Scan And Smear Abnormalities Indicate?

my scan has areas of cloudiness. I have been bleeding for 2 and half months. I have asked for a smear test but as I am under 25 they will not do one. I had 2 abnormal smear tests when I worked in australia and was told to do another one when I returned back to the UK. Doctor will not do one. Is the blood coming from the cloudy area and what is it.
