What Could Clogged Penis Suggest?

my penis feels clogged. I recently used it yesterday and everything seemed normal, hard erection, I didn't damage it, everything's fine. but this morning when I tried to get an erection I noticed no significant increase in size, instead my flaccid penis gets hard, and stays that way, almost like the blood is clogged inside. I'm not sure what exactly is wrong or how it happened, I'm going to the clinic today, but I need a second opinion.
