What Could Discoloration On Ankle And Leg With Bruising On Foot Indicate?

My son has had a pinkish purple splotchiness to his left ankle and leg since birth and it appears to be getting worse. Along with that there is a bruising and swelling of the top of his foot and up his ankle. What could this be? Our general physician does not seem concerned, but I am. At times this leg hurts him. He says it is his knee and shin.
