What Could Dry Skin With Red Patches On Cheeks And Eyelids Indicate?

I recently had dry skin on my face with red patches on my checks and now on my eyelids as well. It gets itchy sometimes and im just not sure what it is. Ive tried moisturizing my skin with facial creams but it doesnt work. I have been using the same nake up brand for years. The only thing that has helped is an ointment called nyStatin ointment that was prescribed to my daughter for a fungal rash. It has helped with the redness but my skin is still dry. What can i do? Should i go to a dermatologist? I weigh 140 im 5'3". Can you help?
