What Could Flaccid Penis With Erection Problems Suggest?

Hi, I have a question regarding my penis. While flaccid, occasionally, about an inch from the base of my penis it appears to be unusually thin and possibly constricted. There is no pain or discomfort, and it returns to normal when erect. I am a 21 year old, healthy male and am just concerned since I haven't experienced anything like this before.
