What Could Fordyce Bumps On Outer Libia With Clusters Around Clitoris Indicate?

I know i do have fordyce bumps on my outer Libia. But on either side of clitorious is clusters. I do have do mild soreness. They do not pop ozz or anything of that nature. It does not hurt when I pee and no nasty discharge just fisher than normal. Any suggestions on what it could be?
