What Could Goosebumps Like Thing On Chest, Abdomen And Back Be?

My 2 year old daughter has been having what seems to be goosebumps al over her chest, abdomen and back. They do not go away and she is not warm. This has been going on for a week. The past couple days her palms of her hands have been peeling like they have water blisters bursting. Please help. Thank you
