What Could Itchy Spots On Mons Pubis Indicate?

I have a few white dry spots on my monis pubis and two itchy spots that I made bleed by scratching and now they have gotten hard. They only itch when iI put my hand down there to feel them. This is the first time this has happend and it did not happen until towards the end of my period. I am sexually active but I have not had sex in almost a month and I am on birth control which I have been on for five months now. What is this?
