What Could Pimple Like Spots On Penis With Fluid Discharge Suggest?

Hi, inside the foreskin of my penis I have pimple like white bumps with some redness around them. There continues to be more and more right at the edge of my penis head but mostly all around the inside skin. When touched it stings a little. Also it leaves like some liquid around the are kinda like goo. When im in the shower water makes it sting like when I go to touch it with my finger. What do I have ?
