What Could Rashes And Sensitivity Of Facial Skin Upon Shaving Indicate?

Hi, every time I shave, I get these quite sensitive little red bumps that flare up really red, located on my neck, just below my jaw. Also, whenever I grow my facial hair long-ish, the hair form that certain area gets pretty sensitive in comparison to the rest of the facial hair. Is is just an irritation or something else, and is there anything I can do about it?
