What Could Recurring Red, Bumpy Patch Of Dry Skin On Wrist Indicate?

I HAVE A QUARTER SIZED PATCH OF DRY SKIN ON MY INNER WRIST. IT HAS BEEN THERE FOR ABOUT THREE MONTHS AND IT COMES AND GOES WITH SEVERITY. SOMETIMES IT SEEMS TO GO AWAY AND THEN IT COMES BACK IN RED BUMPY RASH FORM. SOMETIMES IT IS JUST DRY AND KIND OF SCALEY. WHAT COULD THIS BE? NOT LOCATED ON ANY OTHER PART OF MY BODY...
