What Could Red Bumps On Back And Torso Suggest?

My two year old daughter has red bumps on her legs, back and torso, that look like big pimples. The bumps have whiteheads on them and when they go away they leave scars. They just keep popping up here and there. What are these bumps? Are they serious?
