What Could Small,itchy, Mildly Painful Scabs Around Vagina Indicate?

Hi I am a teenage female, that does not shave the pubic area. I have trimmed it before though, I have experienced itching down there (external) and took a closer look, there seem to be very small scabs, only 3 or 4 and smaller than the end of a bobby pin. I am not sexually active and am wondering what it is. Sometimes it itches but if I scratch it, it hurts like a cut being cleaned, not very severe pain. I noticed it while I had my period, and thought maybe it was from my pad rubbing and causing diaper rash but it doesn't look like diaper rash.
