What Could Spots On Groin And Scrotum With Bleeding Suggest?

I have many small purple spots like freckles on my groin, scrotum, creases of my thighs and anal area. They are smooth and flat, no bumps, no bleeding, no discharge. I have had them for as long as I can remember and I'm 48 now. They don't hurt, they just look weird. What could they be?
