What Could Swollen Testicles With Blood In Urine Indicate?

My husband just told me his testicles have been swollen for two days and now he has blood in his urine. He has been having problems urinating and self cats himself. He is not in pain. Would this be something I should take him to the ER tonight? We are out of town
