What Could The Blister Formation On Lip Suggest?

I had a dry path on the outside of my lip and i kept bothering it and a little blister formed. It had a little blood in it, I poped it. I had no tingling and it did not hurt all, still doesn't, it also did nt have a yellow crust. Now it just a dry bump. Can this still be a cold sore?
