What Could The Small Bump In Genitals Be?

I have had a small bump in my genital region for a few months now. It just started getting swollen underneath and got way bigger. Real tender in that area. Don't beleieve its an std. Any chance it could be ingrown hair or pimple. Maybe cyst or tumor? Please help me
