What Could The White Layer On Penis Shaft Be?

Please type your query here... hiee , i am a 27 years old guy and i am having a small problem from last 3 yrs. every day on the top of my penis , a thick layer of white liquid accumulates , and its smelly also. so i have to wash my penis every day during shower , otherwise the layer becomes more thick. is this any kind of infection ??
