What Could The Yellow Bumps On Foreskin Be?

I am 13 and have these little clusters of distinctly yellow coloured , 1/4 size of a goosebump on my foreskin , i have tried cleaning it with baby wipes -clean water -soap ect and nothing working could you help me out? im really nervous on telling my mum to go to the doctors
