What Could Tight Penis Foreskin Indicate?

hello sir,i am a boy with the age of 24 years..i got one problem from last 4-6 months...my penis upper skin is getting tight day by day and as of now its dam tight with small circle on the top...even i cant see my penis inner red top..this was absolutely normal before 6 months ...the upper skin was also normal to stretch back and everything was normal..as of now the circle i am talking abt is with white ruff skin..i dnt knw why is that so..and my upper skin cant stretch even a inch..day by day this white skin is covering more areas.kindly tell me whats the problem i am facing.Thank you.Dhiren
