What Could Underweight And High Heart Rate Of Fetus Suggest?

hi im 35 weeks pregnant and the last 2 weeks i have been at the hospital twice a week as they firstly said the baby is underweight and then the next time i went its still underweight and has a high heartrate... i have 2 go back again in 4 days to decide management? what do they mean by this?
