What Could White Stuff Below The Frenulum In Penis Indicate?

Hi I had a question concerning my penis .. I've noticed that i have these white stuff beneath where the frenulum is located im not cicrumcised and I do masterbate from time are those white stuff normal I dont know what it is Ive tried scrubing it but nothing ?
