What Do Frequent Elevation In BP With Pain In Arms Suggest?

I m 25 have high blood pressure sometimes and I keep having this pain in my arm as if someone tied a Rubber band below my bicep but above my elbow....I went to urgent care and they said heart was fine and x rays were normal. My head was shaking and I felt like I was gonna pass out when I got up what could this be?
