What Do Itchy Rashes On Leg Indicate?

I am asking this for my husband. For about a year and a half he has had very itchy ,raised areas on both of his legs. We have been to 4 different dermatologist and they all have said exama (sp).... Have given him creams, antibiotics and have told him to lotion,lotion,lotion....it s not working. His legs are getting very tight feeling and really starting to hurt. Any suggestions?
