What Do Little Bumps On Upper Arm Indicate?

hi doctor. i have his thing on my upper arms and sometimes my hips. they look like little bumps that are a bit lighter than my skin. but there not actually bumps. they look like goosebumps but they just stay there. their really annoying. i just dont like how it looks. helpp.
