What Do Recurring, Itchy, Blood Filled Bumps On Upper Chest Suggest?

My son developed a red bump on his upper chest 2 weeks ago. It is perfectly round and is filled with blood. He scratched it and it popped with blood going everywhere. He says it is itchy. It has now filled back up and formed into a bump again. I keep neosporin and a bandaid on it.
