What Do Recurring Sunburn Like Rashes On Chest And Neck Suggest?

Randomly throughout the day (for the past couple of days) I get these rashes (usually on my chest/neck) but have had them on my forearms and shoulder- they look like sunburn and go away after a little while. They don't itch or hurt or anything, just feel a little bit hot. What is it?
