What Do Red Dry Spots And Rashes On The Folds Of Skin In A Toddler Suggest?

My 15 months old son has some kind of red dry spots and rash in the folds behind his knees and some round red spots on his upper thighs. Also some dry spots on his legs that are not visible from the distance only can feel them to the tough but they will become red in a few days.
