What Do Red Itchy Rashes On Back And Neck Indicate?

I have a skin rash that started on the back of my neck and has spread to my left arm. I noticed two days ago that my neck was itchy. They are small red bumps that itch and where it is the worst it is itchy and numb to the touch. Also a little bit swollen on my neck. What do you think I should do?
