What Do Red Spots On Arm And Elbow Indicate?

My husband has two red spots on his left arm between the elbow and wrist that appear to be located on a vein. The red spots are about 4 inches apart. It looks like when older people get blood taken out of a vein and it gets bruised, but he hasn t had anything done. His arm is also aching there. What could this be, and should we be concerned.
