What Do Red Spots On Forearm Indicate?

I have red spots on my forearm. They look like blood blisters. I did not have them this morning, but at work I looked down and my arm is bleeding, I did not know the spots were there until I saw the bleeding. I have had the spots before. They come and then will fade in two days and are gone in five or so days.
