What Do Small And Itchy Bumps On Arms Indicate?

Well I have been having unusual small bumps come out from time to time only on my arms they tend to sometimes itch and then get inflamed around the areas where the small raised hive like spot and the area is extremely warm to almost hot. It s almost looks like a bug bite but not sure. Can t be a bug . ????
