What Do Small Bumps On Shoulder Indicate?

I have small bumps under the skin bilat. arms not on the hands but sometimes on the shoulder area. I am a nurse and work at the community health center exposed to a lot of diseases so I tried a lice shampoo which did not help. What else could it be? I do not have a thyroid issue.
