What Do Small Red Rashes On Stomach Of A Toddler Indicate?

Hello...My toddler (now 26 months old - boy) has a rash on his stomach ...red small rashes, one just came up by his belly button that looks like it might scab. I took him to the doctor a couple weeks ago and they drew blood and said it was a noncontagious viral infection. But it hasn t gone away yet. Could it be a food allergy? Or What?
