What Do White Head Like Pimples On Top And Bottom Of Penis Suggest?

I have pimples on the top back and the bottom back of my penis. Is like right before the pubic hairs. They look like white head pimples but are not sure what they are. They will not go away and have been there for some years now. They are about 1 mm big. Do you know how I can get rid of them? Also what are they?
