What Does A Rash Around Neck And Chest Indicate?

i am a 46 yr old male..........very active........no health ins........never really been to a doctor.......cept for a CDL physical.......but ive noticed this rash type around my neck and chest.....upper only.......like i have a sunburn v neck shape......its blotchy and red.......and if ya push on it it turns white.......like the blood being removed
