What Does A Rash On Upper Inner Thigh Indicate?

I have had a rash on my upper inner thigh adjacent the scrotum on one side. There is no rash on the scrotum itself. I have tried anti itch creams such as Calomine lotion but it doesnt seem to be helping. THe rash is in several distinct red areas.
I am 55 height 5'9" weight 10st 8lbs. General health is good.
