What Does A Recurring Bump On Scrotum Indicate?

what would a recurring bump that if messed with becomes a open sore on the scrotum be. it recurs in the exact same spot without any sign of cyst or infectious component. no pussing or oozing. no tenderness as a bump and there is tenderness as an open sore(likely to aggravation of moment of clothes rubbing)if left alone and kept clean will clear up in a couple days just to return couple months or so down the road. no other locations effected and very unlikely been exposed to std as I am married and faithful. no other symptoms or issues present.
