What Does A Red Bump On Arm Of A Child Indicate?

Hi, my daughter (7) has a red bump on her arm not too far from the elbow with several dark spot like marks in the middle it seems to be slightly spreading. It looks sth like an insect bite but theres no obvious stinging mark as such. Should we see a specialist?
