What Does A Red Bump On Lips Indicate?

I have had this painless red bump on my lower lip on the outside not inside. I would really call it a bump BC it s smooth but it s noticeable and it s been there for a year now. What is it and how would I get rid of it? It kind of looks like a pimple but it doesn t feel like one.
