What Does Bleeding In The Area Of Shoulder Operation Incision Suggest?

I had two operations on my shoulder. The first was to attach a plate after I broke my femur (8/13) the second to do replacement on same shoulder. The second surgeon tried to follow the same incision line as much as possible. Although the incision healed, I sometimes have a small area start bleeding. Could this skin be fragile enough to tear open?
