What Does Blocked Nose While Outdoors, Indicate?

i have nose problem when i m sleeping and outside in cold its blocked all the times i m using otravin nose drops four-five times a day so its very difficult and its from last six years its not all the times but when its its blocked so i want to know whats my problem.thanks
