What Does Bumps Under Skin On Knee, Popping Veins With Black Dots On Ankle Indicate?

Im a male 28 180lbs and 5'9" no medical history. for the past 6-7months my lower legs have bumps under my skin on the side closer to my knee and in the front it looks like my vains are popping out of my skin. The morning is the worst when they are there biggest also i just ck on line cuz I also have theres black dots on my ankle and top of my foot which sounds like i have petechiane should I b worried and could the bumps under my skin have something to do with the petechiane also... thanks
