What Does Dry Spots On My Arms Indicate?

i have a few dry spots on my arms they are circular red a little whitish and raised when one goes away another one apears and they seem to come back in the same spot this has been going on for months should i be concerned ive lotioned them and the lotion apears to do nothing for them they are only itchy when i touch them
