What Does Elevated WBC Count Indicate?

I am very concerned that my WBC is elevated. it is 10.9. it has been elevating a point over the past 4 months. I have always been told that this is consistent with HIV but I had a negative test in September 2014. Could my HIV test have been incorrect?
