What Does It Mean To Have Consistently High Blood Pressure And The Habit Of Dragging The Left Foot After Recovering From Stroke Twice?

Hi my brother in law is 53 years old. He had an Ischemic Stroke back in 2017. In November of 2022 he another stroke that left the left side of his brain damaged and he drags his left foot now. His high Blood pressure stays at around 169/111 and tonight it s 180/115 going back and forth with these kind of numbers for the past week. What are we looking at with him being like this
