What Does Itchy Rash With Red Bumps After Tattooing Indicate?

hi, just got a tattoo 2 weeks ago on the inside of my bicep, just last week it got a really itchy and the outside perimeter of the tattoo looks like it has a rash. it itches and had little red bumps. just curious if this is normal and part of the healing process.
