What Does Marks Under Eye Area Imply?

hello i have these marks under my eye area, they are sort of bumpy and have been there since 2006i have been to various docotrs and curently on homeo treatment for the same, thy say it is cholestrol and have given me tonics like LV T which is very strng and send me in a tizzy, will i have clear skin around my eeyes ever again
