What Does Persistent Bleeding From Anus Suggest?

I have bright red blood from my anus area feels like a cut is in there. It s painful when I m not using bathroom and when I use the bathroom. Bleeding is constant but not heavy. But enough to show in underwear. It s been going on for a few weeks now but just seemed to get way worse.
