What Does Pigmented, Itchy Rash On Back Of Right Shoulder Mean?

hello i have a rash on my back primarily on my right shoulder, some times it itches although most of the time it doesnt, most of the time it looks like it took the pigment out of my skin although sometimes it gets red, when it is not red sometimes it looks like i am peeling but i am not.
